HSE Officer

The HSE Officer is responsible for ensuring that the company complies with occupational health, safety, and environmental regulations at both the quarry site and the main office. This role involves developing, implementing, and monitoring HSE policies and procedures, conducting inspections, and fostering a culture of safety across the organization. Although stationed at the main office, the officer must frequently coordinate with the quarry operations team to enforce safety standards.

• Diploma or higher in Occupational Safety/Health, Environmental Health & Safety, Engineering, or related field
  OR
  5+ years of relevant HSE experience in mining, quarrying, or heavy construction.

• Valid certifications:

  • NEBOSH IGC (or equivalent)

  • First Aid/CPR

  • Fire Warden/Extinguisher

• Strong understanding of national OSH legislation and quarry/mining regulations.

• Minimum 3 years frontline HSE experience in quarry, mine, or heavy civil operations.

• Exposure to the following work environments and activities:

  • Drilling & blasting

  • Load/haul operations

  • Crushing & screening

  • Working at heights

  • Confined spaces

  • Hot work

• Proficient in:

  • Job Safety Analysis (JSA) / Job Hazard Analysis (JHA)

  • Incident investigation & reporting

  • Toolbox talks & safety briefings

  • Permit-to-work systems

  • Contractor HSE oversight

  • Emergency preparedness & response coordination

• Conduct routine site inspections, risk assessments, and safety audits.

• Develop and enforce HSE plans, procedures, and policies.

• Deliver toolbox talks, safety inductions, and training sessions.

• Investigate and report on incidents, near misses, and unsafe conditions.

• Monitor compliance with permit-to-work systems.

• Coordinate emergency drills and ensure readiness of response equipment.

• Liaise with regulatory authorities and ensure all legal requirements are met.

• Maintain HSE records, statistics, and reports for management review.

• Promote a strong safety culture through continuous awareness and leadership.
