Description

Objective: Reporting to the Group Health & Safety Manager, with a dotted line to the General Manager (Barbados/TGI) this position is primarily accountable for the management of Health & Safety in the workplace with the aim of minimizing loss and liabilities arising from injury to person, and damage to property. The Health & Safety Analyst must implement and manage CEMEX Health & Safety Management System and Security for TGI Guyana. 

 

 

Required Experience:

  • With a minimum of 5 or 6 years in similar positions.

 

Requirements

  • Bachelor's degree or technical level in Safety or Health related field.

  • Medium level in Microsoft Office (Word and Excel)

  • Fire Fighting training  

  • OSHA (10hr or 30hr)/IOSH 

  • NEBOSH Certificate 

  • Training in First Aid and CPR 

  • Familiarization with the Safety and Health Act of Guyana and with different types of H&S management system

  • Excellent Supervisory/Leadership skills 

  • Excellent oral and written communication skills 

  • Excellent interpersonal and time management skills 

  • Ability to work both independently and within a team-based Security.

  • Designing and implementing HSE policies and guidelines.  

  • Carry out detailed inspections of scenes of incidents/accidents etc.  

  • Come up with unusual or clever ideas about a given topic or situation or develop creative ways to solve problems.  

  • Identify the things that must be changed to achieve a goal.  

  • Concentrate and not be distracted while performing a task over a protracted period.  

  • Keep up-to-date technically and know one’s own job’s and related jobs’ functions.  

 

 

 

Responsibilities

Responsibilities: 

 

Develop and Manage

  • Develop worker's knowledge and ensure compliance with CEMEX HSMS

  • Ensure compliance with CEMEX H&S Global Standards

  • Ensures compliance with Barbados SHAW Act and Regulations

  • Conduct Annual Risk Assessment for CEMEX operations/facilities in Barbados

  • Conduct Annual Occupational Safety & Health Legal Gap Analysis for ACCL

  • Assist teams by reviewing and revising pre-task risk assessment.

  • Ensure Take Five, JSA’s, Method Statements & Permit to Work are completed.

  • Ensure compliance with TCL Group Contractor Handbook

  • Work with Contractors to achieve a minimum of 90% compliance in Clever.

  • Ensure Contractor Assessment and Evaluation is conducted on all contractors.

  • Implement Cemex Safety Essentials, Health Essentials, and Driving Essentials

  • Implement CEMEX Minimum Health Check Requirements & Occupational Health – Minimum Key Requirements

  • Develop programs for “Fit 4 Life” activities.

  • Communicate H&S alerts to all workers. Documented evidence of communication must be maintained.

  • Prepare Annual Health and Safety training matrix and execute it annually.

  • Conduct Annual HSMS Self-Assessment Audit (Intelex).

  • Prepare annual H&S improvement plans and follow up on closure (Intelex).

  • Prepare and monitor the execution of the annual H&S Capex.   

 

Monitoring and Inspections

  • Perform a minimum of two Global H&S Site Inspection and track actions for closure (Intelex)

  • Enter a minimum of seven NMHA on behaviors in Intelex.

  • Ensure H&S notice board & statistics boards are updated weekly.

  • Perform all Scorecard activities as requested.

  • Follow -up to ensure all employee's scorecards are updated monthly.

  • Submit weekly report to H&S Manager or designate as instructed.

  • Update Monthly Cement Initiatives & Health Initiatives in SharePoint as instructed.

  • Perform daily inspections of job sites and audit PTW, JSA, Method Statement, LOTOTO, etc.

  • Conduct monthly documented inspections of facility with Operation Leaders

  • Ensure all incidents are reported to H&S Manager and GM, as soon as possible.

  • Participate in accident investigation/RCA and ensure all incidents are entered in Intelex.

  • Ensure annual third-party certification for all air receivers, pressure vessels, and lifting equipment and accessories.

  • Perform monthly inspections on all fire prevention and protection systems.

  • Ensure annual third-party certification on fire prevention & protection system as required. 

  • Conduct monthly Road Incident Prevention Program Assessment and enter in Intelex.

  • Update Take 5 together a report in Intelex monthly.

  • Assist with the development and review of Standard Work.

  • Oversees employees’ compliance to H&S policies, standards, and practices.

 

Maintenance of Health & Safety Systems 

  • Ensure all monthly reports are entered in Intelex as requested.

  • Prepare monthly Result Meeting Presentation

  • Ensure attendance to all meetings and complete all training as instructed.

  • Develop and communicate Emergency Response Plan

  • Keeps abreast of changing regulations and implements relevant programs to ensure compliance.

  • Ensure 100% compliance to CEMEX HSMS Audit Criteria

 

Training & Development 

 

  • Coordinate and conduct training/awareness sessions for all employees and contractors as per training matrix and as directed.

  • Ensure Safety Academy training is completed for all employees as required.

  • Conduct H&S Induction for all new workers and annual refreshers

  • Ensure Driving Academy is conducted for all Road Transportation Vehicles

  • Ensure Vulnerable Road User training is provided if required.

  • Conduct emergency drill exercises as required.

 

Safety Awareness

  • Develop and prepare materials to communicate safety awareness.

  • Monitor the effectiveness of safety initiatives and prepare developmental plans.

  • Prepare/Arrange safety talks and evaluate their effectiveness.

  • Coordinates and schedules HSE-related meetings.

  • Involvement in activities not specified in Standards of Performance but which are related to the job.
