Description

The Guyana Water Incorporated is implementing a sanitation improvement project to replace existing pit latrines with environmentally sustainable PVC septic tank systems and modern toilet facilities. The objective is to improve hygiene, environmental safety, and user comfort in the target community/institution.

A Clerk of Works is required to provide day-to-day supervision of construction activities to ensure compliance with the design, specifications, safety standards, and contractual obligations.

Requirements

Qualifications and Experience

  • Diploma or Degree in Civil Engineering, Construction Management, or related field.

  • Minimum of 5 years’ experience in similar construction supervision roles.

  • Experience with sanitation infrastructure projects preferred.

  • Knowledge of local building codes and health/safety regulations.

  • Excellent communication and reporting skills.

Responsibilities

The Clerk of Works will carry out the following tasks:

Site Supervision and Monitoring

  • Conduct regular inspections of the construction site.

  • Ensure that the excavation, base preparation, placement, and installation of PVC septic tanks and toilet structures comply with design specifications.

  • Monitor the quality and adequacy of construction materials delivered and used on-site.

  • Supervise the installation of plumbing, ventilation, and drainage components.

Compliance with Design and Specifications

  • Verify that all works conform to the approved drawings and technical specifications.

  • Identify and report any discrepancies or deviations immediately to the Engineer or Project Manager.

Quality Assurance and Control

  • Ensure workmanship is of a high standard.

  • Witness and verify all site tests (e.g., compaction tests, water-tightness tests, etc.).

  • Maintain a snag list and monitor corrective actions.

Health, Safety, and Environmental Compliance

  • Ensure that all works adhere to occupational health and safety regulations.

  • Monitor use of personal protective equipment (PPE) and safe construction practices.

  • Ensure that waste is disposed of responsibly and site cleanliness is maintained.

Documentation and Reporting

  • Maintain a detailed site diary recording daily activities, weather conditions, deliveries, inspections, labor, and incidents.

  • Submit weekly progress reports with photographs to the Project Manager.

  • Record any instructions issued to the contractor.

  • Participate in progress meetings and technical site meetings.

Deliverables

  • Weekly site supervision reports

  • Snagging and defect logs

  • Final handover report with sign-off on quality of works

Overview

The Georgetown Sewerage and Water Commission was established on the 23rd March 1929 to provide for the completion of the Sewerage Works of Georgetown. Its objectives were to establish a body of Commissioners to control maintain and manage the Sewerage System and Waterworks of Georgetown; and to provide for the maintenance thereof. GS&WC was responsible for Central Georgetown. The Georgetown Sewerage and Water Amendment Act Number 4 of 1994 made the GS&WC an autonomous public sector institution under the control of the Minister of Works and Communications.

The Guyana Water Authority (GUYWA) was established under the Guyana Water Authority Act Chapter 55:01 of 1972. Its main activities included the construction, operation and maintenance of water distribution systems in order to supply potable water to the public. Prior to the establishment of the Authority, responsibility for the water sector was that of the Pure Water Supply Division of the Ministry of Works.

The Guyana Water Authority was responsible for delivering water to the suburban, Rural and the Hinterland regions excluding Linden and those areas supplied by the Sugar Industry Labour Welfare Fund Committee.

The Guyana Water Incorporated (GWI) was established, resulting from the merger of the Guyana Water Authority (Guywa) and the Georgetown Sewerage and Water Commissioners (GS&WC), on May 30, 2002. Thus, GWI is responsible for the previously divided responsibilities of GUYWA and GS&WC.
