Description

To manage the engineering, administrative and operational functions of the Region, this includes the provision of water services to domestic, commercial and industrial customers, through the planning, organizing and control of resources, and also ensuring the collection of revenue.

 

Requirements

- A Bachelor’s degree in Civil, Electrical, Mechanical Engineering or other Approved     Engineering Discipline.

- A minimum of five (5) years experience in a senior management position in a water or other utility.

Responsibilities

The Operations Manager is responsible for all planning, management, administration and reporting necessary for the proper and efficient operation of water production and distribution facilities in an operating Region.  Specifically, the Operations Manager will be responsible for:-

·            Planning, organizing, scheduling and controlling the operation of water treatment works, associated facilities and equipment in a manner that ensures continued delivery of water that is compliant with water quality standards.

·            Developing a work plan for the Department and ensuring the sectional work plans are also developed, implemented and monitored.

·            Monitoring the performance of water treatment works, the distribution network and associated facilities and arranging for the appropriate maintenance and repairs to be undertaken.

·            Continually analyzing the work of the Region, recommending and implementing changes to facilitate the introduction of new methods to improve the efficiency and effectiveness of the Region’s work, including developing and implementing emergency and incident control plans.

·            Developing the Region’s budget, monitoring and controlling the Region revenue and expenditure and ensuring that all financial regulations and procedures are followed in accordance with the requirements of the internal and external auditor.

·           Supporting the Executive Director, Operations in the implementation and monitoring of Guyana Water Strategic Plan.

·            Providing written reports on a regular basis on the activities of the division and maintaining suitable records and statistical information for management information requirements.

·            Developing and implementing leak detection programmes to reduce water losses to agreed levels.

·            Implementing a demand management policy to affect improved levels of service and greater operating efficiency.

·            Ensuring that network analysis is conducted, that specific tests are done in problem areas and regular tests are carried out to monitor the performance of the distribution system.

·            Undertaking distribution maintenance procedures to ensure that the integrity of the water quality to customers is of the required standard.

·            Ensuring that capital investments are protected and preserved and are spent effectively in the best interest of the Company and its customers.

·            Ensuring that all adopted, policies and procedures are implemented in the Region and are being complied with.

·            Ensuring that all employees of the Region conform to the best technical practices and engineering standards.

·            Ensuring that agreed levels of service to customers are maintained in respect of water supply and response time to customer complaints.

·            Effectively manage the work force to ensure the efficient operation of the Region by promoting and maintaining good employee relations, undertaking periodic assessment of employees and appropriate counseling, dealing with matters of discipline, differences and employee complaints and enquiries.

·            Ensuring the Health and Safety regulations and procedures are developed and enforced and that safe method of working are devised and implemented.

·            Identifying training needs and, in conjunction with the Human Resources Department, ensuring that staff are continuously trained.

·            Maintaining good public relations by responding promptly to customers’ complaints and queries.

·            Developing and pursuing an aggressive plan for the collection of revenue.

·            Performing other related duties and responsibilities consistent with the purpose and level of the post.

Overview

The Georgetown Sewerage and Water Commission was established on the 23rd March 1929 to provide for the completion of the Sewerage Works of Georgetown. Its objectives were to establish a body of Commissioners to control maintain and manage the Sewerage System and Waterworks of Georgetown; and to provide for the maintenance thereof. GS&WC was responsible for Central Georgetown. The Georgetown Sewerage and Water Amendment Act Number 4 of 1994 made the GS&WC an autonomous public sector institution under the control of the Minister of Works and Communications.

The Guyana Water Authority (GUYWA) was established under the Guyana Water Authority Act Chapter 55:01 of 1972. Its main activities included the construction, operation and maintenance of water distribution systems in order to supply potable water to the public. Prior to the establishment of the Authority, responsibility for the water sector was that of the Pure Water Supply Division of the Ministry of Works.

The Guyana Water Authority was responsible for delivering water to the suburban, Rural and the Hinterland regions excluding Linden and those areas supplied by the Sugar Industry Labour Welfare Fund Committee.

The Guyana Water Incorporated (GWI) was established, resulting from the merger of the Guyana Water Authority (Guywa) and the Georgetown Sewerage and Water Commissioners (GS&WC), on May 30, 2002. Thus, GWI is responsible for the previously divided responsibilities of GUYWA and GS&WC.
